The Sept. 2024 Board of Directors Meeting of Delray Villas Plat 3 was held on the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM by President Alan Schnelwar at 7 PM.
There was a motion by President Alan Schnelwar second by Director Maureen Gilman that Plat 3 resident Shari Davis be appointed to the Plat 3 Board of Directors and to complete the unexpired term of Jill Varrichio ending December 31, 2025. All board members present voted in favor of the motion unanimously adopted. Shari Davis took her place on the Board of Directors of Plat 3. Shari is now required to complete the State Mandated Training Course for HOA Board Members. President Schnelwar indicated that new board member Shari Davis will be handling the Plat 3 pool responsibilities.
President Schnelwar remarked that there is a large attendance at this meeting due to the ongoing discussions involving the roofs at Plat 3. We will follow normal procedures and follow our normal agenda. Any discussion involving roofs will be conducted under Unfinished Business in our agenda.
President Schnelwar led us in a pledge of Allegiance to our flag followed by a moment of silence and private prayer of choice.
Roll Call: Present: President Alan Schnelwar attending remotely, Treasurer Richard Chrzan, Secretary Robert Albertson, Directors Kenneth Bankler, Maureen Gilman, Quinto, Barry Schwartz and Shari Davis.
Excused was Vice President Paula Beberman and Director Barbara Quinto.
7 members present and 2 members were excused.
Reading of Minutes: The minutes of the June 10, 2024, meeting were unavailable and will be presented for approval at the Oct. 14, 2024 meeting.
Introduction of New Residents: One new resident was introduced.
REPORTS OF OFFICERS AND COMMITTEES

TREASURERS REPORT: Treasurer Richard Chrzan reported the following balances as of May 31, 2024

PRESIDENTS REPORT: President Schnelwar reported that he has not received any Breezline complaints in the last 30 days. If anyone has any complaints, they are asked to put the notice on our website for further investigation.

MAINTENANCE & INTERVIEWS: President Schnelwar reported that in the absence of VP Paula Beberman, we have no maintenance updates at this time. Our President reminded everyone that any past due maintenance should be submitted and that our 4th quarter maintenance is due in by Oct 10, 2024. President Schnelwar conducted 2 interviews for rentals.
POOL: Norman Garret was not present due to recovery from foot surgery.

LAKES: Director Ken Bankler reported the usual algae treatment was applied. Currently the lakes are at their normal level.

ARCHECTURE: Ken Bankler reported there was one request for new windows and sliders. Our President reminded everyone present that if you are planning anything such as windows and patios and screened in porches that the proper documentation must be submitted for approval.

GRIEVANCE: Director Barry Schwartz reported that only one light has been out in the last few weeks. Do we have an exact number of rentals. Our president reported that most of our interviews for rentals are renewals and not new rentals.

PEST CONTROL: Marie Cuillerier had no new complaints to report.

LANDSCAPE: Landscape Chairperson Bob Albertson reported that he just had a meeting with our landscape contractor and his biggest problem was getting people to do the work. Many of the people who work in his industry are now moving up north to take advantage of the many benefits that are being given to immigrants. Please be patient as we are working to deal with these issues. Hedge trimming on Via Flora should be finished by the end of the week. If there is a true landscaping issue, you can email Plat 3, and I will receive the email. If anyone would like my direct email, please see me at the end of the meeting.
SPRINKLERS: Bob Albertson reporting for Barbara Quinto. With all the rain we have been having, our sprinkler system has been turned off. With the sprinklers off, they have not been checked for any breaks and or broken pipes.

ROADS & LIGHTING: Director Maureen Gilman reported nothing new on Lights and nothing new on roads.

ALLIANCE: Iris Schnell reported that there were no Alliance meetings during the summer. Year to date the crime figures from the Sherifs Dept are as follows: Auto Thefts are now down 70%. Street Level Crime is down 49%. Accidents were up 4% and are now down 10%. Fire Rescue reported that 1 out of every Fire/Rescue call in the county is at the Kings Point facility. Any voter who previously voted by mail must re-register again in order to receive a vote by mail ballot. You can register again by mail, online or at Palm Beach County Supervisor of Elections.

RECREATION ASSOCIATION: Iris Schnell reported that the Recreation Assoc. pool and buildings will be closed from September 18, 2024, to September 24, 2024, for termite mitigation. Halloween Party October 26th. November 11 there will be a Veterans Luncheon.

UNFINISHED BUSINESS: President Schnelwar stated that he will report as to where we currently are at with our roofs and then any resident can one at a time come to the microphone and voice what their thoughts are.
At the June Board Meeting, the Board voted to replace all the roofs in 2025. President Schnelwar is proposing that we engage a consultant that will manage the whole project for the Association. They will provide the Board with 3 or 4 roofing companies and the Board will decide which company will be used. One we decide on a company then we will know the cost for each homeowner. Each homeowner will pay their equal share divided by 185. We have had one home currently in foreclosure for years and we have no means of getting any money from that homeowner. The consulting company will manage the whole project from beginning to the end. Our attorney is getting 3 presentations from banks. When the project is financed depending on what we get from the bank we will be required to make quarterly payments for some specified interest and the payments from the homeowner will come as an assessment to the HOA. The HOA will be responsible for making the payments to the bank, hopefully quarterly. If the bank requires monthly payments, then we will have to manage getting monthly payments from the homeowners. The homeowners will always have the choice of paying in full or payments. Insurance rates are going up substantially. Some residents have emailed the president saying they want to consider their own roofer. The President stated that would be a disaster. We could potentially have 4 roofers doing roofs on one building. That would not be acceptable as the board has decided to do all roofs by one company. All the roofs will be the same color.
At this point the president stated that he would accept individual questions from the audience.
Question from Board Member what happens if a homeowner doesn’t pay their assessment? That falls back to the HOA.
Question asked as to does the board have the right to do what it is doing? Response from president was that our attorney has told us we have the right to do what we are doing. Has the Board investigated metal roofs? Yes, and the cost is more than double?
Can the cost be prorated for the smaller residents? The answer was that this has previously been discussed and the board has previously agreed that all residences will be treated as equal.
Question raised concerning skylights. In previous roofing projects, If the individual homeowner has skylights they can replace them at their individual cost.
Can more than one building be done at a time? In the previous roofing project, many buildings were being completed at the same time.
Will the residents be getting copies of the estimates? That probably should not be a problem. Question on facia replacement. How will that be handled? Is there anyone on the board who will act in concert with the consultant and the roofing company. Yes, there will be one board member who will be the sole contact to the consulting company.
A question was raised concerning whether the consulting company ensures that the roofing company properly records each individual address to avoid any future problems, and that the homeowner receives a copy. makes sure that the recording is given to the county of each individual home by address and that a copy of such recording be given to each homeowner. Depending on how many units are within a building will dictate how many addresses are on the permit.

Are we doing the roofs because of insurance or because people are having problems with their roofs? Answer from the president was it is a combination of both. Insurance Companies are raising the rates, and the roofs are nearing the end of useful life of the roofs themselves. Hopefully with new roofs, we will get a reduction in insurance premiums. Is the const of the consultation company fixed? The cost is fixed as a percentage of the cost of the whole project.
A resident remarked that some other Associations are paying lots of money for roofing projects. This resident feels we are being proactive with this project.
A resident questioned when the board voted to do all the roofs at the same time. President Schnelwar responded that our attorneys have said that we have the ability to do this, and they will confirm it to the banks. When they do the research and find that we were not authorized then we have to go to an amendment. An amendment is costly at about $4,000 to $ 5,000. We don’t know what would happen if an amendment didn’t pass. Resident stated the roofs are rated at 40 years why are we replacing then after 17 years. One Resident feels cost should lower for the smaller units. President stated this has been previously discussed and a decision is that all units will be treated equally. President Schnelwar responded that a decision will be in writing as to the legality of the boards action.

NEW BUISINESS: President commented on reports of a homeless person using the bathrooms at the pool as a living facility. He is not belligerent. There also are reports that this same person is also using the pool facilities at Plat 1. His bedding has been removed.
Discussion on Roofing Consultant. There was a motion by President Schnelwar that Plat 3 Board of Directors hire J S Held, 550 Cypress Creek Road, Ft. Lauderdale, Fl. 33309 to manage our roofing project. The management fee is 1.9% of the total job contract and an additional 1% to provide in-house engineering services to inspect all roofs prior to completion. The motion was second by Director Ken Bankler. Discussion revealed that attorney advises that additional bids are not required for consulting contracts. Voting in favor the motion President Schnelwar, Treasurer Richard Chrzan, Secretary Robert Albertson, Directors Kenneth Bankler, Maureen Gilman, Bary Schwartz and Shari Davis. Voting Results: In Favor 7, Opposed 0 and Absent 2. Copies of the proposal are available after the meeting. A copy of the proposal is attached to these minutes.
Issue of Power Washing of the Driveways
The cost of Power Washing the Driveways was not included in this year’s budget. If there is enough interest, this can be addressed at budget meetings.

GOOD AND WELFARE:
It has been reported that notices are being placed in homeowners U.S. Mailboxes. It is a federal offence to put anything other than US Mail in mailboxes.
The President thanked everyone for attending the meeting and for their interest in Delray Villas Plat 3.
With no further business to conduct, the president adjourned the meeting at 8:10 PM.

The next Plat 3 Meeting will be Monday October 14, 2024, at 7 PM in the Viking Room at the Delray Villas Recreation Center.
The next Recreation Association Meeting will be Oct 16, 2024, at 7 PM. In the Viking Room. That meeting will be limited to 50 people, including the Recreation Assoc. Board. That meeting will also be broadcast using the ZOOM application.
