The October Board of Directors Meeting of Delray Villas Plat 3 was held on the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM by Vice President Paula Beberman with a salute to the flag followed by a moment of silence and private prayer of choice….

Roll Call: Present: Vice President Paula Beberman, Treasurer Richard Chrzan, Secretary Robert Albertson. Directors Kenneth Bankler, Maureen Gilman, Barbara Quinto, Barry Schwartz, Ronald Smilowitz. 

Attending remotely President Alan Schnelwar.

Reading of Minutes: The minutes of the September 11, 2023, meeting was accepted as printed. Motion by Vice President Beberman and second by Treasurer Richard Chrzan. 

INTRODUCTION OF NEW RESIDENTS: New resident on Candy Way was welcomed to the community and meeting.

REPORTS OF OFFICERS AND COMMITTEES

TREASURERS REPORT: Treasurer Richard Chrzan reported the following balances as of
September 30, 2023

PRESIDENTS REPORT: President Schnelwar reported that the community’s Cable and Wi Fi was down for approximately twenty hours and Breezeline will be giving a Ten-dollar credit to each homeowner. The new Breezeline proposal will be covered under Unfinished Business.

MAINTENANCE & INTERVIEWS: Vice President Beberman reported that as of today we have received 96 fourth quarter payments and waiting for 90 more. Late payment emails will be going out.

POOL: Director Ron Smilowitz was happy to report that everything is running well and reported all is good. No major expenses. The water bill last month was nearly triple the normal amount. A leak specialist was called in the no leaks were detected. Those using the facilities are asked to check that rest room faucets are turned off. 

LAKES: Director Ken Bankler reported the lakes are fine. Weed and algae control has been
applied.

ARCHECTURE: Director Ken Bankler had nothing new to report.

GRIEVANCE: Director Barry Schwartz reported 3 outside lights are out. Everything else is good.

PEST CONTROL: Marie Cuillerier reported there were ants at the pool and our pest control contract does not cover the pool area but would provide cursory treatment. Right now, things are OK.

LANDSCAPE: Bob Albertson reported that summer flowers in the entry have been removed. Bob questioned our landscaper as to why the flowers did not do well and the cause was actually too much water. Weed and Feed will be applied in October. Next on the agenda will be perimeter hedges.

SPRINKLERS: Director Barbara Quinto reported that there was one issue of Lucy Dr. Norgen Landscape was asked to check the sprinklers at the pool because of the flowers.

LIGHTING AND ROADS: Director Maureen Gilman reported that the roads are fine. Hallelujah, the streetlights were fixed today. It only took the county five months to repair.

ALLIANCE: Recreation Assoc. Delegate Iris Schnell reported that at the last meeting, the first speaker was Alexia Cox, Deputy Commissioner to the State Attorney and she serves as the Chief of the Domestic Violence Unit. They are finding the most abuse is towards seniors, their children and their care givers. Palm Beach Sheriff Office reports crime is down but auto thefts are up. Please lock your cars and don’t leave Fobs in the vehicles. Fire Rescue reported over 3,000 calls for the month. A Speaker from the South Florida Proton Therapy Institute. Their building is on the grounds of Delray Medical Center, but it is not part of the Medical Center. A referral is not needed from Delray Medical.

RECEATION ASSOCIATION: Iris Schnell reported that she took a tour of the A Building with Association President Joann Albertson and reported that everything looks good and target date for completion is November.

ELECTION OF OFFICERS: Plat 3 Secretary Bob Albertson reported that this year we have expiring terms of Directors Maureen Gilman, Barry Schwartz and Barbara Quinto. The Secretary inquired if each expiring delegate wishes to seek reelection. Director Maureen Gilman responded that she is seeking re-election to the Plat 3 Board of Directors. Director Barry Schwartz responded that he is seeking re-election to the Plat 3 Board of Directors. Director Barbara Quinto responded that she is seeking re-election to the Plat 3 board of Directors. The upcoming term is for 3 years beginning January 1, 2024, and expires December 31, 2026. Directors Maureen Gilman. Barry Schwartz and Barbara Quinto will be placed on the ballot for the upcoming election. The other open position is for the Plat 3 Delegate to the Recreation Association. Currently there has not been any indication of anyone seeking that position. The election takes place at the December HOA Meeting.

UNFINISHED BUSINESS: President Schnelwar explained the proposal from Breezeline to upgrade our cable service. The rate would be $69 a month per unit. Currently we pay $42.70 per month. The upgrade would include WI FI for all units. Replacement of the TiVo Boxes and additional 2 boxes that work just like TiVo. This includes WI FI extenders. All recordings will be on the cloud. This would mean a 3-year extension of our contract which would expire on
March 1, 2028. We should also consider that having WI FI in the contract would increase the value of our homes. We are hoping that this increase will not affect our projected maintenance for next year. Currently we are anticipating a surplus at the end of the year. Keep in mind we still have 3 months left in our budget year. If you currently have WI FI, you possibly will save approximately $50 per month. The reserve fund could potentially go down. We currently have about 60 % of the residents who have WI FI. President Alan feels that we won’t have to increase our maintenance if we took from our reserve. Keep in mind that this change would not go into effect until March 2024 so we would only have 9 months of possible no cost Wi-Fi. Our reserve could be lowered
from approximately $150,000 to $110,000. 

Reading and voting of 2024 budget will be at the November HOA Meeting.

President Schnelwar reported that one of our homeowners has read over our last amendment and it seems like we didn’t do what we intended in requiring people to replace their roofs. There is a discrepancy in individual roof replacements vs. all units within a building. President Alan will discuss this further with our legal counsel. This board will still have control over color. The current amendment was signed in January 2024. This discussion will continue next month after revies of the minutes.

NEW BUSINESS: Discussion concerning replacement of outside lollypop lighting. Currently two of the permitted lights are no longer available. Also, the kelvin requirements of the lights. The new proposed lighting will be discussed at next month’s meeting. 

GOOD AND WELFARE: Tomorrow will be Director Ron Smilowitz’s mother’s 101st Birthday
Congratulations to Ron’s Mom on her wonderful achievement.

With no further business to conduct, the meeting was adjourned at 7:55 PM. The next Meeting
will be a Plat 3 HOA Meeting and will be Monday, Nov 2023, at 7 PM in the Viking Room.

The next Recreation Association Meeting will be Oct 18, 2023, at 7 PM. in the Viking Room. That meeting will be limited to 50 people, including the Recreation Assoc. Board. That meeting will also be broadcast using the ZOOM application.
