March 14, 2022

The March Board of Directors Meeting of Delray Villas Plat 3 was held the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM by President Alan Schnelwar with a salute to the flag followed by a moment of silence and private prayer of choice….
Roll Call: Present: President Alan Schnelwar, Vice President Paula Beberman, Secretary Robert Albertson, Directors Kenneth Bankler, Maureen Gilman, Barbara Quinto, Barry Schwarz and Ron Smilowitz.
Excused: Treasurer Richard Chrzan
Reading of Minutes: The minutes of the February 14, 2022 meeting were read and accepted as read on a motion by President Alan Schnelwar second by Vice President Paula Beberman.

REPORTS OF OFFICERS AND COMMITTEES
Treasurers Report: The Treasurer’s Report was read by the Secretary as follows: Balances as of February 28, 2022

PRESIDENTS REPORT: President Schnelwar reported that there were only a few reports of cable problems.

MAINTENANCE & INTERVIEWS: Vice President Paula Beberman reported that as of today, we are waiting for 3 maintenance payments for the first quarter. Second quarter is due April 1, 2022
There was one interview for a house on Doris Ct. which has closed.

POOL: Director Ron Smilowitz reported that he has looked into artificial fencing around our pool and it is very expensive and we should no longer investigate. The toilet in ladies bathroom will need to be replaced. The light is the pool has been turned off due to possible shock problem.

LAKES: Director Ken Bankler reported that he still hasn’t heard anything from the Lake Doctor as far as reports.

ARCHECTURE: Director Ken Bankler reported one request for window and slider replacement. .

GRIEVANCE: Director Barry Schwartz reported 31 houses have completed their repairs. Two lights are out. Limited amount of paint is still available.

PEST CONTROL: Vice President Paula Beberman

LANDSCAPE: Landscape Chairman Bob Albertson reported that the hedges have been trimmed. Concern about hedges on Atlantic Ave. It doesn’t appear to be white fly problem. Working on a possible remedy. Question on trees on Atlantic Ave. Three or four trees were severely damaged by Electric Power Company when pols were replaced. The hedges on Atlantic Ave are owned by Plat 3. We still don’t know who owns the ficus trees between our hedges and the roadway on Atlantic Ave.

SPRINKLERS: Director Barbara Quinto reported that sprinkler issues around the pool has been fixed. 1 issue on Candy, 3 on Wanda, 3 on Lucy and 1 on Edna have all been addressed. Looking into adjusting watering times at the area inside the grass area at Edna Way and Wanda Lane.

NEWSLETER: Director Maureen Gilman reported nothing new.

ROADS: Director Maureen Gilman reported that the light at intersection of Connie Blvd and Lucy Dr. has been repaired.

ALLIANCE: Maureen Gilman reported that Chief Kennedy is now the new Chief of Palm Beach County Fire and Rescue. The closing of the Big Apple flea market has been delayed for 2 months. There will not be a gas station but now plans are for a restaurant. What type of restaurant is unknown? 30% of car accidents are caused by speeding. Severe speeding accident on State Road 441 resulted in 6 deaths.

RECEATION ASSOCIATION: Meeting this Wednesday in the Viking Room. Permits are starting to be approved by the County. Tomorrow the demolition of the interior will be started.

UNFINISHED BUSINESS: President Schnelwar reported on the purchase of the lots at the end of Edna Way. Our lawyer is working on the amendment the will be part of the purchase and it is taking longer than expected and was just completed and the amendment was delivered to the buyers. There is no performance bond but our attorney has drafted what they feel is protection for us. Our agreement with the prospective buyers in contingent on them being able to purchase the 4th lot and how much time is allotted for the 4th buyer to agree to sell.

Question from a homeowner as to solar panels and are they cost effective. Currently we have two residents have solar panels and their electric bills are running between twenty and thirty dollars per month. Currently, if Plat 3 loose power than the two homeowners who have solar also lose power. Newer technology allows homeowners to store electricity in case of power loss.

NEW BUSINESS: Discussion on replacement of our roofs. President Schnelwar has obtained 3 bids for roof replacement. The three bids were as follows:

The lowest bid includes what is a self-adhered waterproofing underlayment. All bids are herewith attached.
President Schnelwar received a bid from our bank for 7 years at 4% which would be about $430 per quarter. 3% would be about $413 per quarter.
Of the Board feels we should not proceed then the letter will not be sent and the subject will be closed.
The Board does not need approval from the homeowners if the Board wishes to proceed. However, the president has drafted a letter which would only be sent if the Board feels we should proceed to replace the roofs. The President feels that it is in our best interest to try to get a sense from the community as to whether they are interested in doing the replacement at this time.
Question raised as what happens if a homeowner defaults on payment of their assessment. Can we do individual roofs? There are insurance companies who will not write new policies if the roofs are over 10 years of age. In theory, our roofs should last 20 years. What about hurricanes? Your insurance should cover hurricane damage. What about homes that are smaller? Previously each homeowner was assessed the same amount. Can the fascia be replaced with metal? Is this the right time to also paint? Painting is not a capital improvement. What about having a set of specifications to give to each bidder so that they all bid on the same exact item.

One resident who is a licensed roof inspector spoke on our roofs. Most of our problems are not with the materials but with the installation of the material. Our shingles are sound. Most of our anomalies won’t be solved with a new room but with proper installation. How do we deal with the insurance companies?
After this very lengthy discussion, President Schnelwar stated that he will not be sending any letter to the homeowners and he moved that this discussion be tabled.

With no further business to conduct, the meeting was adjourned at 8:47 PM. The next Meeting will be a Plat 3 Board Meeting and will be Monday, April 11, 2022 at 7 PM in the Viking Room.
The next Recreation Association Meeting will be March 16, 2022 at 7 PM. in the Viking Room. That meeting will be limited to 50 people including the Recreation Assoc. Board. Than meeting will also be broadcast using the ZOOM application.
