Letter to Homeowners

Dear Homeowners,

As our project is winding down, I would like to commend my fellow Board members for a job exceptionally well done. This was a challenging project with many moving parts, but together we stayed committed and focused. We can now finally see the light at the end of the tunnel. Thank you all for your hard work, dedication, and teamwork throughout this process.

Our final paint inspection was completed on May 14. The final roofing inspections by our hired consultant are expected to take place within the next week or two. The roofing project has already received approval from Palm Beach County, and completed permits can be found through ePZB Admin.

Once the consultant provides final approval of the work, detailed information regarding the permits and all related paperwork will be provided to the HOA.

A Few Important Reminders & Updates

  1. Community Speed Limit Reminder
    We have noticed an increase in speeding throughout the community. Please remember that the speed limit is 15 MPH on the majority of our streets. The Board is exploring the possibility of installing speed bumps, but we would prefer not to take that step unless necessary. Please help keep our neighborhood safe by observing the speed limit.
  2. Mailboxes and Address Numbers
    New mailboxes and address numbers were discussed at the recent Board meeting. If you are considering replacing your mailbox, please wait until a final decision has been made.
  3. In-Ground Garbage Cans
    Homeowners who do not use their in-ground garbage cans, or whose lids are damaged, are asked to have them removed. You may contact Frankie at 561-441-5761. The removal cost is $60.00.
  4. Trash can and recycling bins

Trash and recycling bins must be stored on your patio or placed behind shrubs, so they are not visible from the street.

  1. Good Welfare

We have many residents who live alone in our community. Please consider establishing a buddy system with a neighbor to check in with each other daily and ensure everyone is safe. Recently, there was an incident where a homeowner was injured and remained on the floor for three days before receiving help.

  2. Please — NO PARKING ON THE GRASS ANYWHERE IN OUR COMMUNITY!!
  3. Please — NO DOGS IN THE POOL AREA!!
  4. Please —Do not bring outside trash to the pool area or dispose of it in the community bins. We do not have staff available for garbage removal on Wednesdays and Saturdays. Please also refrain from disposing of dog waste bags in these bins. Please note that the pool area is monitored by cameras, and if this issue continues, footage will be reviewed regularly.
  5. Please remember that all exterior modifications require a submitted and approved HOA modification form. Failure to obtain approval may result in the requirement to repaint windows or doors to the approved color or remove unapproved vegetation.
  6. When enjoying your pool at Delray Villas 3, please return all chairs and lounge furniture to their proper place and close all umbrellas before leaving. Please treat the pool area as if you are in your own backyard. We do not have staff available to straighten or maintain the area throughout the day.
  7. Looking for a volunteer who was possibly an electrician.  Our lights at the entrance under our sign and under the palm trees are not working.  If someone can help out the community it would be much appreciated.  Otherwise the Board will have to hire an electrician.

  1. PAINT COLORS:

Driveway:  Gray Horizons – Some driveways were probably painted with a solvent or water based paint.  It is important you know which paint was used. You may purchase HC Xylene Solution at Sherwin Williams to test your driveway. If it bubbles up, the paint is water based.  If it does not and dries clear, it would be solvent paint.

Solvent based paint- Color Top – Solvent based concrete sealer  

Water based paint – Heavy Shield Plus  

Anti skid additive to paint – Shark Grip

Patios:  Behr Bronze – DTM Acrylic Coating  (Sherwin Williams has the Custom formula in their computer

Meeting Minutes

DELRAY VILLAS 3 HOA MEETING MINUTES MAY 11, 2026

Meeting was called to order by President Barb Quinto at 7PM. Pledge of allegiance and a moment of silence.

Roll call- all board members present. Bill Graff, Alberto Enrique, Ken Bankler, Eileen Casado, Iris Schnell, Barb Quinto, Shari Davis, Hector Ortiz and Rich Chrzan.

Before committee reports, homeowner Richard asked to present his research on new mailboxes. Home Depot will discount price to $65 for a pallet of 40 units. 3-inch stick- on letters will work best. The board favors black mailboxes. Richard has gotten 3 quotes for installation; the lowest price is $80. For the mailboxes to look uniform, all must be the same height and same distance from the street. Richard is getting more quotes and will report in the June meeting.

Shari reported 3 sales in April ;2 on Candy and 1 on Lucy.

Rich gave treasurers a report. Reserve 166,143, Operating 117,769 and special assessment 104,457.

Barb reported we have paid Cherry Roofing 1,422,718…Talbot Painting 292,345 and Tom roof consultant 23,295. Barb also reviewed our P&L for April. One home is in foreclosure, and 1 home will be liened soon.

Norm reported we had a leak in the pool but luckily it was caught early, and it was fixed. The pool heater has been turned off because if warmer weather now.

Ken reported algae in the lakes are ok. One homeowner has installed hurricane windows and doors.

Bill reported inspections have not started yet but will once all roofing/painting and gutter work is completed.

Barb spoke about our new pest control company. Marie suggested a bait box by the pool because she saw a rat by the gate. It was also suggested that pest control spray the entire pool area.

Barb also spoke about our new landscape company Major League. Several homeowners have commented on how good they are. Whenever they are asked to do something, it is done quickly. Also, there will be a wet check on sprinklers on 5-19.

Eileen had nothing to report on cable or street lights.

Iris reported on the Alliance and Rec Board. Capt Morales said all houses of worship are getting more threats and have had increased police surveillance.  Skidmore reported on the special session that reviewed the budget for the Lake Okeechobee project. A reminder to stock up on batteries and food for the upcoming hurricane season. Zumba/aqua classes are being offered on wed at 5:30 at the Plat 2 pool.  On 5/19 there will be a class on CPR and proper use of a defibrillator. Also, on 5-19 a speaker will discuss how to protect your property. On 6/25 there will be a Holocaust remembrance with a movie and speaker.

On COPS Andy reported Lynn G has retired, but they are still looking for volunteers.

Barb reminded us- all in ground garbage cans need to be removed or the correct lid found. All trash cans and recycle bins must be on your porch or behind bushes so they are out of sight for your neighbors.

Regarding the no trespassing sign. A resolution was passed that no signs of any kind are allowed on homeowner property unless approved by the board. By a vote of 6/3, the resolution passed. A letter will be sent to the homeowner to remove her sign. Small parking signs black with gold lettering may be allowed but must be approved by the board.

Please do not bring trash to the pool.

We need an electrician for a few things that need done and are looking for a volunteer from a homeowner who may have been an electrician in a former life.

We are also looking for volunteers for our garden committee to plant flowers in common areas around the development like around the trees on Connie and the pool.

Norm made a suggestion to revamp the shuffle boards. He will do some research on paint and equipment needed. It may be possible to make one board for Bocci.
