Letter to Homeowners

Dear Homeowners,

The project is nearing completion. Final roofing inspections will take place during the week of March 9. Painting and gutter installation will continue during this time. The Board has had several discussions with the gutter installers and Cherry Roofing, and we will allow them to complete their work. After the final inspections, any gutters that require adjustments, splash guards and/or downspouts will be addressed. If you have any concerns, please email them to info@delrayvillas3.com with your name, address and pictures so they can be properly reviewed and processed.

The painters will continue working on Candy and will begin painting Wanda, the pool area, and the outbuildings on Wednesday.

Once the painters have finished in your area, please park in your own driveway to allow the grass to recover. Residents in areas where workers are no longer present must also park in their driveways.

A Few Important Reminders & Updates

  1. Back Patio Maintenance
    If your back patio has loose stones or rocks, please take a moment to clear the area. If landscaping equipment hits a loose stone, it could be thrown and potentially break a window or sliding door. Please note that the landscaper will not be responsible for any resulting damage.
  2. Pool Party – Saturday, March 28
    Mark your calendar. More information to follow.
  3. Community Speed Limit Reminder
    We have noticed an increase in speeding throughout the community. Please remember that the speed limit is 15 MPH on the majority of our streets. The Board is exploring the possibility of installing speed bumps, but we would prefer not to take that step unless necessary. Please help keep our neighborhood safe by observing the speed limit.
  4. Driveway Power Washing
    Cherry Roofing will power wash any driveways they affected during the roofing work. In addition, the HOA has hired Derek Sykes Co. to power wash all driveways after the project is completed.
  5. Backyard & Personal Items
    If your home has been reroofed, painted, and has had gutters installed, you may begin putting your belongings back. Please also clear your backyards so the landscapers can complete their work.

6.Landscaping Request
If you do not want shrubs in front of your home trimmed, please place a RED reflector in the front planting area so the landscapers know not to trim or touch those shrubs.

7.Mailboxes and Address Numbers
New mailboxes and address numbers were discussed at the recent Board meeting. If you are considering replacing your mailbox, please wait until a final decision has been made.

8.In-Ground Garbage Cans
Homeowners who do not use their in-ground garbage cans, or whose lids are damaged, are asked to have them removed. You may contact Frankie at 561-441-5761. The removal cost is $60.00.

With Daylight Saving Time now here and summer just around the corner, many of our residents will soon be heading north over the next few months.

The Board would like to sincerely thank everyone for your patience and cooperation throughout this very large project. It hasn’t been an easy process, but your understanding and support have made a big difference.

Our community is looking beautiful, and we hope everyone will continue to help keep it that way. 🌴

Call to Order

The meeting was called to order by President Barb Quinto.
Followed by the salute to the flag and a moment of silence.

Approval of Previous Minutes

The minutes from the February 9, 2026 meeting were read by Secretary Eileen Casado and accepted with no changes.


Reports

Vice President (Shari Davis):

  • 0 sales and 0 rentals in February

Treasurer (Rich Chrzan):

  • Operating Fund: $97,374
  • Reserve Fund: $214,344
  • Special Assessment Fund (Roof): $48,128

PR (Barb Quinto):

  • P&L statement was read

Committee & Project Updates

Pool & Facilities (Shari Davis):

  • Pool heated to 88°F
  • Pool building awaiting backordered shingles

Lakes & Maintenance (Ken Bankler):

  • Lakes treated for algae
  • One homeowner installed hurricane shutters and doors

Inspections & Landscaping (Bill Graff):

  • Inspections paused until roof/paint project completion
  • Landscaping improvements noted community-wide

Vendor Updates

  • New Pest Control Company:
    • Nick Felicione Pest Control (replacing Hulett)
    • Includes in-home service and Ficus hedge maintenance
    • Contact info available on the website
  • New Landscaping Company:
    • Major League (effective 3/1/26)
    • Working with Hector and Barb on sprinkler adjustments

Community Issues

  • Streetlight outage at Lucy & Wanda reported (to be sent to FPL)

Community & Recreation Updates (Iris Schnell)

  • Alliance meeting scheduled for the following day
  • Upcoming events:
    • Emergency A–Z (Nurse): March 31 – pre-registration required
    • Tai Chi Part 2 – must have completed Part 1

Recreation Board:

  • Mediation with Platt 1 resulted in a signed agreement
  • No attorney fees paid by Rec Board
  • Recount of ballot to be conducted by a professional company with representatives present

Safety (Lynn – COPS Program)

  • 4 recruits in progress
  • 2 becoming active immediately
  • Background process takes 1–2 months
  • Night patrol car no longer in service

Roof Project (Barb Quinto)

  • 3 buildings awaiting shingles
  • Building 31: underlayment issue
    • Roofers will cover damages and redo the roof
  • Some firewalls to be painted with specialty paint

Gutters:

  • Installation deemed unacceptable in some areas
  • Will be removed and reinstalled properly

Additional Notes

  • Clamshell shutters must be aligned properly

Pool Building Paint Decision

  • Discussion held on changing to a darker color
  • Decision: Keep the originally selected lighter color

Upcoming Event

  • Pool Party: Saturday, March 28
    • Committee: Rhonda, Ricki, Phoebe

Mailbox Discussion

  • Residents will have up to 1 year to replace mailboxes
  • Styles available at Home Depot
  • Colors under consideration: Black or White (no final decision)
  • Requirement:
    • Address numbers must be on both sides
  • Committee Formed (3 homeowners):
    • To research pricing and styles

Garbage Can Update

  • In-ground garbage cans must be removed
  • Handyman (Platt 1) available for $60 removal

Exception:

  • Can remain only if proper lid/cover is installed

Concerns:

  • Animal access
  • Water accumulation
  • Mailbox committee will also research proper lids

General Reminder

  • Speed limit: 15 MPH
