March 2023 Board of Directors Meeting of Delray Villas Plat 3 was held on the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM by President Alan Schnelwar with a salute to the flag followed by a moment of silence and private prayer of choice….

The following minutes were transcribed from a recording of the minutes held on the above date.

Reading of Minutes: The minutes of the February 13, 2023, meeting were read and accepted as read on a motion by Vice President Paula Beberman and second by Director Maureen Gilman.

INTRODUCTION OF NEW RESIDENTS: None.

REPORTS OF OFFICERS AND COMMITTEES

TREASURERS REPORT: Treasurer Richard Chrzan reported the following
balances as of January 3, 2023

Income February 2023 $ 4,171.66
Expenses February 2023 $ 42,762.90

PRESIDENTS REPORT: President Schnelwar reported one or two cable problems this month. One resident had numerous complaints. If any resident has
any service complaints, they are to contact the Plat President.

MAINTENANCE & INTERVIEWS: Vice President Beberman reported that both she and the president have attempted to contact the prospective purchase but have not received a call back. President Schnelwar stated that the proposed resident has a son who is over 55 and there is an emotional support animal involved. All documentation involving the animal has been submitted.

POOL: Director Ron Smilowitz reported that the annual backflow test was completed with no issues found. The power washing of the coping area of the pool
and 2 coats of paint is scheduled to be completed sometime in April. The pool will be closed for 2 days while this project is being completed. Adequate notice will be posted at the pool and emailed to the residents.

LAKES: Director Ken Bankler reported the usual weed control and algae treatment was applied. Our lakes are low due to the lack of rainfall.

ARCHECTURE: Nothing to report.

GRIEVANCE: Director Barry Schwartz reported three outside lights are out. No garbage problems. Inspection of outside building and landscape letters are going out this week. Email notifications were sent to those residents who had open air conditioning ducts advising those residents of the issue which will eliminate an area of entry of rodents into the attic of our residents. This was only a recommendation to those residents who are involved.

PEST CONTROL: President Schnelwar stated nothing to report but more under New Business.

LANDSCAPE: Landscape Chairman Bob Albertson is on vacation. Ron Smilowitz reported that the planting of the bushes at the east end of the pool has been
completed.

SPRINKLERS: Director Barbara Quinto reported that Norgen is working on the rewiring of the odd number side of Doris Court and it should be completed shortly. There were 4 issues on Lucy Dr. that were completed. There is one new issue on Candy Way that was reported today.

ROADS: Director Maureen Gilman reported nothing new.

ALLIANCE: Recreation Delegate Iris Schnell reported that the state delegates are working on the state budget. Homeowners insurance issue has been put on the back burner. The Sheriff’s Office is reporting crime is up and accidents are up especially Lyons Rd. & Atlantic Ave., Jog Rd. & Atlantic Ave. and Military Trail and Atlantic Ave. Fire Rescue reported 3,200 calls to the county in February. If a storm is approaching, please do not put your garbage out for collection.

RECEATION ASSOCIATION: Recreation Association Delegate Iris Schnell reported that the current target date for completion of A Building is the end of Spring. Many upcoming events are offered by the Recreation Association. Wine tasting, Trip to see Jersey Boys, Fashion Show and Movies.

UNFINISHED BUSINESS: President Schnelwar reported that rodent problem on Doris Ct. has been eliminated and now Hewlett guarantees against further
infestation of the four units that were treated as long as our Association has a contract with Hewlett Pest Control. The cost for treatment was $350 per unit.
President Schnelwar stated the if you think you have an issue that you should contact Hewlett Pest Control and save some money.

President Schnelwar stated that he did sign the agreement to sell our three lots and the buyers have deposited $7,000 in our attorney’s escrow account. The buyers have 90 days to decide if they want to proceed and if not, the $7,000 will be returned. At the end of 90 days if the buyers decide to proceed then the sale would go through and we would receive $100,000. If we receive $100,000, they then would have unlimited amount of time to proceed with construction and if not, they retain the right to re-sell the property which is 4 lots since they already own one lot. As of right now, everything is proceeding. President Schnelwar will report again at our next meeting.

President Schnelwar reported on the homeowner who is renting out a room within their residence. This homeowner has been emailed and sent correspondence via registered mail, return receipt requested and had until March 31, 2023, to respond and has not responded. President Schnelwar is requesting that the Association start fining this homeowner $100 per day for violating our amendments. The newly approved amendments have been published on our website.

NEW BUSINESS: President Schnelwar is requesting that the Board approve that a yearly request be submitted by any resident who claims to have an emotional support animal over twenty pounds and that the request be approved by a doctor or
phycologist.

GOOD AND WELFARE: Director Ron Smilowitz spoke about a resident who fell inside their residence and went unnoticed for a period of time. There can be a buddy system of notification. After discussion it was noted that many residents already have this and that it is entirely up to each homeowner. President Schnelwar can send out an email concerning this subject.

With no further business to conduct, the meeting was adjourned at 7:53 PM. The next Meeting will be a Plat 3 Board Meeting and will be Monday, April 10, 2023 at 7PM in the Viking Room.

The next Recreation Association Meeting will be March 15, 2023 at 7 PM. in the Viking Room. That meeting will be limited to 50 people, including the Recreation Assoc. Board. That meeting will also be broadcast using the ZOOM application.
