March 2024 Board of Directors Meeting of Delray Villas Plat 3 was held on the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM by Vice President Paula Beberman with a salute to the flag followed by a moment of silence and private prayer of choice….
Roll Call: Present: President Alan Schnelwar attending remotely, Vice President Paula Beberman, Treasurer Richard Chrzan, Secretary Robert Albertson, Directors Kenneth Bankler, Maureen Gilman, Barbara Quinto and Barry Schwartz, Jill Varrichio.
Reading of Minutes: The minutes of the February 12, 2024, meeting was read and accepted as read on a motion by Vice President Paula Beberman second by Director Maureen Gilman.

Introduction of New Residents: Eric Johnson on Wanda Lane.
REPORTS OF OFFICERS AND COMMITTEES

TREASURERS REPORT: Treasurer Richard Chrzan reported the following balances as of February 29, 2024

PRESIDENTS REPORT: President Schnelwar reported that there are problems with service that are throughout Breezeline system. President will address with Breezeline. He will need the names and addresses of those residents with the problem.

MAINTENANCE & INTERVIEWS: President Schnelwar stated that we have two homeowners who are very much in arrears and have not responded to his emails for 3rd and 4th quarter of 2023 and he will be contacting our attorney as for as placing people in collections. We still have a number of residents from the first quarter of 2024. Payment due date was yesterday.

POOL: Director Jill Varrichio reported that the gate to the pool area had to be repaired and lock secured. Repairing the perimeter fencing around the pool. Four chairs are missing. Security camera issues are being worked on. The camera at the pool entry pool is also being addressed.

LAKES: Director Ken Bankler reported the usual algae treatment was applied. Lake levels are low due to lack of rainfall.

ARCHECTURE: Ken Bankler one request for window replacement and one request for patio pavers.

GRIEVANCE: Director Barry Schwartz reported that inspections have been completed.

PEST CONTROL: Vice President Paula reported for Marie Cuillerier. No calls this month.

LANDSCAPE: Landscape Chairperson Bob Albertson reported that trimming and fertilization of perimeter hedges is almost complete. Connie Blvd has been treated with granular fertilization liquid weed control has not been done due to excessive wind. Treatment of Florida Pusley is ongoing and may require multiple applications of control agent. The plan to continue with replacement of hedges around the pool was put on hold to direct funds toward replacement and upgrade of sprinkler system. A total of 16 landscape violations were mostly the planting of bushes and trees on rear and side lawns and the planting of fruit trees.

SPRINKLERS: Director Barbara Quinto reported that the leak under Edna Way has been fixed. Two other leaks between Wanda and Doris in the rear have also been fixed. Behind Lucy on the even number side from the south and heading north, trenches are being dug and new conduit and wiring is being placed in the ground the entire length of Lucy Dr. The B clock needs to be replaced. The clock is here and needs to be installed. Barbara reported what areas are covered by the B Clock. All non-working sprinklers have been addressed.

ROADS & LIGHTING: Director Maureen Gilman reported roads are good and one light Doris Ct and Lucy Drive has been fixed.

ALLIANCE and Recreation Association: Iris Schnell reported on the recent Alliance Meeting. Crime is down. However, car jackings are off the charts. Two new fire stations under construction. Station #8 in north county and second station in south county on La Chalet near Jog Rd. County is working on making county trails more multi tasks. 38 more pickle ball courts added which are shaded. No more Pedi cabs in downtown Delray Beach. Tai Chi classes have started at the clubhouse.

UNFINISHED BUSINESS: President Schnelwar reported on cars that are not registered and not operational. There is nothing in our rules and regulations, but our attorney is drafting a rule that we can pass that states all vehicles in driveways must be licensed and registered.
President reported that a resident at14556 Lucy Drive has a fence around this patio. This resident had previously agreed that it would only be up when his dog had to relieve itself. President Alan feels that this resident has not been following this agreement and he is making a motion that the fence at 14556 Lucy Drive be removed and not be put back up. The resident (Hector) stated that he has removed the fence and placed wire fencing. Board questions and discussion. Hector was instructed that if he plans to do any type of landscaping at his premise that he mut submit a written request before anything is done. Currently wire fencing has replaced the picket fence. President Alan amended his motion that no fencing of any kind or bushes be placed around the patio at this residence. All animals should be on a leash at all times. The motion was second by Vice President Beberman. All Board Members present voted in favor of the motion unanimously adopted. 

Painting of inside walls of front patios. No decision at this time.

Accounting firm report. Nothing new to report.

Power Washing of sidewalk on Connie Blvd and pool pavers has been completed. There was no motion concerning the power washing of driveways and this was never budgeted. Extension of screening at front of the smaller residences on Lucy Dr. Director Ken Bankler has not received any plans therefore, no further discussion at this time. 

NEW BUSINESS: President Alan reported on a property sale where the property inspector is requesting the ground wire that attached to the electric meter. The cost for this is 2K to 3K per residence. PFL reports that this is not their problem.
Director Jill Varrichio reported that there are security issues at our pool. We had to replace our pool gate at a cost of $1,000 dollars. Jill reported that there are many locations where the fence is compromised and that she currently has 2 bids for the replacement of the fencing around the pool and is currently seeking a third. Jill was instructed that when she has all the bids then she can then proceed with a motion.

GOOD AND WELFARE: If any resident has a problem with Breezeline Cable please come forward at the completion of the meeting and give their name and address so that Breezeline can be contacted.
With no further business to conduct, the meeting was adjourned at 8:22 PM. The next Meeting will be a Plat 3 Board Meeting and will be Monday, April 8, 2024, at 7 PM in the Viking Room.
Attendance: 9 Board Members. 16 Residents.

The next Recreation Association Meeting will be March 20, 2024, at 7 PM. In the Viking Room. That meeting will be limited to 50 people, including the Recreation Assoc. Board. That meeting will also be broadcast using the ZOOM application.
