June 2024 Board of Directors Meeting of Delray Villas Plat 3 was held on the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM by Vice President Paula Beberman with a salute to the flag followed by a moment of silence and private prayer of choice….
Roll Call: Present: President Alan Schnelwar attending remotely, Vice President Paula Beberman, Present Treasurer Richard Chrzan, Secretary Robert Albertson, Directors Kenneth Bankler, Maureen Gilman, Barbara Quinto, Barry Schwartz.

Reading of Minutes: The minutes of the April 8, 2024, meeting was read and accepted as read on a motion by VP Paula Beberman and second by Director Barbara Quinto. Carried.

Introduction of New Residents: None
REPORTS OF OFFICERS AND COMMITTEES

TREASURERS REPORT: Treasurer Richard Chrzan reported the following balances as of May 31, 2024

Expenses May 2024 $ 44,784.80

PRESIDENTS REPORT: President Schnelwar reported that our community channel cannot be provided on our cable network, it will be added to the Plat 3 webpage and look for a power point presentation using www.delrayvillas3.com. This could be implemented within the month. Due to our cable now being live streamed, Breezeline is unable to use a community channel. Question asked as to those residents who don’t have email.
The person hired to work on our taxes should have a final report shortly.

MAINTENANCE & INTERVIEWS: VP Paula Beberman reported that she is working on the 5 or 6 maintenance payments currently in arrears.

POOL: Norman Garret was introduced as a resident who has volunteered to handle the day-to-day operations of the pool. Norm reported that he will be working on replacing the plastic drains at the pool outdoor shower. Norman is working on trying to stabilize the pool temperature at 87 degrees. Cameras at the pool not working appears to be a connection problem with Breezeline equipment. President Alan stated that our equipment should control the water temperature once it is set. We should not have to change anything once the temperature has been set.

LAKES: Director Ken Bankler reported the usual algae treatment was applied. Due to the lack of rainfall, the water level of the lakes is quite low. If it gets too low than we would have to turn off our sprinkler system.

ARCHECTURE: Ken Bankler reported there was one request for back windows and door and another for windows.

GRIEVANCE: Director Barry Schwartz reported that 2 different lights are now out. Garbage is fine. Only two lights were out this month. Garbage is fine. Only 3 residences are left to repair shortcomings to architecture. House at 14580 the screens have not yet been repaired. President Alan reported that he has addressed this issue with the family. Has there anything to report on the property that we sold. President Alan stated that the new owner of the property is under time conditions to start construction.

PEST CONTROL: Marie Cuillerier had no new complaints to report.

LANDSCAPE: Landscape Chairperson Bob Albertson thanked everyone for their love, concern and prayers in helping with his family’s recent loss of their son. There have been 2 meetings with Norgen regarding contract requirements concerning cutting of the grass. Right now, we are in the contract period that requires 3 cuttings per month. We currently also have 2 cuttings that we have banked. Hopefully once the rainy season begins, we will use the 2 cuttings we have banked and weather permitting we will remain current with our grass cuttings.

SPRINKLERS: Director Barbara Quinto reported that the new trench behind the even side of Lucy Dr. has been completed and the sprinklers are now up and running. Sprinkler repairs as follows: 3 on Wanda Lane, 9 on Candy Way, 10 on Lucy Dr and 2 on Doris Ct. 1One additional break by the front entry after new sidewalks were installed. West side of Lucy should be OK.

ROADS & LIGHTING: Director Maureen Gilman reported nothing new on Lights and nothing new on roads.

ALLIANCE: Iris Schnell reported from Sheriffs Dept reported that crime is down. Please be mindful of identity theft. Fire Rescue reported that Station 45 on Jog Road had more total calls than any other station in the county. My state Florida Home program has received additional funding of 200 million dollars for additional inspections up to $10,000 per inspection.

RECREATION ASSOCIATION: Iris Schnell reported that upcoming events are July 4th Barbeque. Cost is $20 per person. July 26th party to celebrate opening of the Olympics. Labor Day Party is in the planning stage.
Currently 250 Ballots of voting of Recreation Association By-Law Changes have been received. Voting will continue until June 18th. These ballots have only been counted as received. Tabulation will take place at the end of the open voting period.

UNFINISHED BUSINESS:
President Schnelwar reported that we have not received any notice of resignation either verbal or written from Jill Varrichio from the Plat 3 Board of Dirctors. Question asked if there are any age qualifications for board membership. President stated that he has sent an email to Ms. Varrichio asking for resignation and he has not received any response. If any homeowner is interested in the position is asked to please submit their name for consideration to the President. Clarification asked if Ms. Varrichio has been removed from the Plat 3 Board. President Schnelwar stated that yes, she has been removed from the Plat 3 Board.
Vehicle Rules.
Vice President Beberman read the proposed additions/ deletions and changes to the Plat 3 Vehicle Rules. Each item was discussed, and President will update additions, deletions.
NEW BUISINESS:
President Schnelwar asked for further discussion on roofs of buildings with only 2 roofs. Age of roofs of all buildings discussed. Roof decisions should only be made by the Board. Is it better to wait until the end of hurricane season?
After lengthy discussion covering many options. There was a motion to replace all roofs on all 186 Units in Plat 3 Starting in 2025. The motion was made by Vice President Paula Beberman and second by director Maureen Gilman. The vote was as follows: Voting in favor of the motion. Vice President Beberman, Treasurer Richard Chrzan, Secretary Robert Albertson, Director Kenneth Bankler, Director Maureen Gilman, Director Barbara Quinto, Director Barry Schwartz and President Alan Schnelwar. Results of vote is 8 voting in favor and 0 votes against. The motion was unanimously adopted.

Discussion on the number of rentals within Plat 3.
Our documents state that the number of rentals permitted is 20% of total units within the Plat.
We need to know exactly how many rental units we currently have within our Association.
Financial Report of the Delray Villas Recreation Association will be filed in the Plat 3 office.
President Schnelwar reported that this meeting will be the last meeting of the Association until September 2024.
No discussion at this time on the painting of any Plat 3 buildings.
GOOD AND WELFARE: None.
With no further business to conduct, the meeting was adjourned at 8:36 PM. The next Meeting will be a Plat 3 Board Meeting and will be Monday September 10, 2024, at 7 PM in the Viking Room.
Attendance: 8 Board Members. 16 Residents.
The next Recreation Association Meeting will be June 19, 2024, at 7 PM. In the Viking Room. That meeting will be limited to 50 people, including the Recreation Assoc. Board. That meeting will also be broadcast using the ZOOM application.
