The January 2023 Board of Directors Meeting of Delray Villas Plat 3 was held on the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM by Vice President Paula Beberman with a salute to the flag followed by a moment of silence and private prayer of choice….

Roll Call: Present: President Alan Schnelwar, Vice President Paula Beberman, Treasurer Richard Chrzan, Secretary Robert Albertson, Directors Kenneth Bankler, Maureen Gilman, Barbara Quinto and Barry Schwarz, Jill Varrichio

Reading of Minutes: The minutes of the December 11, 2023, meeting was read and accepted as read on a motion by Vice President Paula Beberman second by Director Maureen Gilman.
Introduction of New Residents: None.

REPORTS OF OFFICERS AND COMMITTEES

TREASURERS REPORT: Treasurer Richard Chrzan reported the following balances as of December 31, 2023

PRESIDENTS REPORT: President Schnelwar had nothing new to report.

MAINTENANCE & INTERVIEWS: President Schnelwar reported that we currently have 2 residents not paid for 4th quarter of 2023 and 32 residents not yet paid for 1st quarter of 2024. Vice President Beberman reported that there is one interview scheduled for a rental.
POOL: Director Jill Varrichio reported that newly ordered umbrellas have been installed at the pool area. Upcoming maintenance repairs at scheduled. The pool temperature is 86 degrees.

LAKES: Director Ken Bankler reported the usual algae treatment was applied.

ARCHECTURE: Ken Bankler reported all quiet.

GRIEVANCE: Director Barry Schwartz reported one issue with garbage placed outside too early. If garbage is not in a receptacle, it should be placed outside on collection morning. Two (2) outside lights are out. If any medical supplies are needed, they are to contact the Delray Villas Recreation Association

PEST CONTROL: President Schnelwar stated that Hulett is here every Tuesday. Call them if you have any issues.

LANDSCAPE: Landscape Chairperson Bob Albertson reported that white fly infestation is affecting almost every community in south Florida. Annual tree trimming will be starting and continue until completion. Annual building and landscape inspection will be starting in January. If anyone has any privately owned landscaping lights on their property it should be noted that those lights are the homeowner’s responsibility and not the responsibility of Norgen Landscaping. Happy New Year to everyone.

SPRINKLERS: Director Barbara Quinto reported that the sprinkler pump has been replaced. Testing of the system will begin this Friday. Thereafter repairs will take place again.

ROADS & LIGHTING: Director Maureen Gilman reported roads are good and one light out on Doris Ct and Lucy Drive which was reported today.
GRIEVIENCE: Director Barry Schwartz reported Inspection of residence outsides will begin shortly. At least 10 residences have changed hands this past year. Trash is OK. Three outside lights are out.

ALLIANCE: Bob Albertson reporting for Iris Schnell who is ill. Bob reported on 2023 Community Association Legislative & Case Law updates recent state law updates. The newly approved state budget is 114 billion dollars. New law update that HOA meeting notices must include meeting agenda. Insurance Report that next year projected insurance increase costs will be ten to fifteen percent. It is suggested that homeowners should get a value appraisal of their residence every three years.

RECEATION ASSOCIATION: Recreation Association grand opening of the A building was New Years Eve. After two plus years, the Recreation Association had the Grand Opening on New Years Eve with 160 plus residents in attendance. The newly renovated building is really a tribute to the Recreation Association and their efforts to upgrade the facilities. Everyone in attendance was amazed at how well the renovations turned out. The next show coming up in January will be the Tribute Band Queen Flash which is a tribute to the band Queen. Tickets are on sale on Thursdays and Saturdays in the B Building Ticket Office.

UNFINISHED BUSINESS:
Power Surge Protection Insurance. Director Barrara Quinto reported that after checking with Electrical Contractor, there is no surge protection for the newly installed sprinkler pump.
Roofing Amendment. President Schnelwar reported that the roof amendment that was read at our last meeting is the one that is on file with the county.
Outside Lights. The current lights are to remain. If an outside bulb burns out, then the light must be replaced with a 60-watt 3,000 kelvin bulb.
Credit for cable outage On October 6th/7th. President Schnelwar reported that he sent an email to each resident to contact Breezeline for a refund. Two residents who called did receive a refund.
Device in the driveway at the end of Lucy Drive. The vehicle does have license plates, but registration is unknown. Is there anything in our documents that requires any vehicle parked in a driveway to be registered? This will be looked into.
A delegate to the Delray Villas Recreation Association is still needed. Currently we have Joann Albertson and Iris Schnell. A third delegate is still needed.

NEW BUSINESS: None.

GOOD AND WELFARE: Nothing to Report
With no further business to conduct, the meeting was adjourned at 7:40 PM. The next Meeting will be a Plat 3 Board Meeting and will be Monday, February 12, 2024, at 7 PM in the Viking Room.

Attendance: 9 Board Members. 13 Residents.

The next Recreation Association Meeting will be January 17, 2024, at 7 PM. in the Viking Room. That meeting will be limited to 50 people, including the Recreation Assoc. Board. That meeting will also be broadcast using the ZOOM application.
