The February Board of Directors Meeting of Delray Villas Plat 3 was held on the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM by Vice President Paula Beberman with a salute to the flag followed by a moment of silence and private prayer of choice….
Roll Call: Present: President Alan Schnelwar attending remotely, Vice President Paula Beberman, Treasurer Richard Chrzan, Secretary Robert Albertson, Directors Kenneth Bankler, Maureen Gilman, Barbara Quinto and Barry Schwarz, Jill Varrichio.
Reading of Minutes: The minutes of the January 8 2024, meeting was read and accepted as read on a motion by Vice President Paula Beberman second by Director Maureen Gilman.
Introduction of New Residents: None.
REPORTS OF OFFICERS AND COMMITTEES
TREASURERS REPORT: Treasurer Richard Chrzan reported the following balances as of January 31, 2024

PRESIDENTS REPORT: President Schnelwar stated that he has sent an email to all residents to contact Breezeline and make an appointment to have the new equipment installed.
MAINTENANCE & INTERVIEWS: Vice President Beberman reported that there are about 22 1st quarter maintenance payments that have not been received. Late fees due after the 10th of the month.
POOL: Director Jill Varrichio reported that an estimate was received today to have the pavers at the pool pressure washed and sealed. There has been a person spending the evenings at our pool bathrooms. A Maintenance vendor is coming tomorrow to work on the security of our pool gate and hopefully address the security issues.
LAKES: Director Ken Bankler reported the usual algae treatment was applied. Lake levels are low due to lack of rainfall.
ARCHECTURE: Ken Bankler reported all quiet.
GRIEVANCE: Director Barry Schwartz reported that two residents lists are needed to conduct residential inspections. Garbage is OK and there are three lights that are out. Empty house at 14580 Lucy Dr. has vacant for quite a while. This residence is known to the Association and any and all issues will be addressed by the ownership.
PEST CONTROL: Marie Cuillerier had nothing to report. Question concerning when and times to call Hulett for service.
LANDSCAPE: Landscape Chairperson Bob Albertson will be calling Norgen to set up days to treat both sides of Connie Blvd and Edna and Candy Way. All residents will be notified via email of the dates weather permitting that the treatment will be applied. White Fly is very prevalent in S. Florida. Two step process. Fertilization first then topical treatment. Question on vines growing on our hedges. Also trimming of the perimeter is done twice a year. There were no flowers planted at the entry because the sprinkler system was down and to plant now would not be practical.
SPRINKLERS: Director Barbara Quinto reported that new pump installed. When new pump was tested, higher pressure caused several heads to rupture and be repaired. Six inch main feeder line across Edna Way failed and the line under Edna Way had to be replaced. That also caused further watering delays.
ROADS & LIGHTING: Director Maureen Gilman reported roads are good and one light Doris Ct and Lucy Drive is still out.
ALLIANCE: Iris Schnell reported on recent Alliance Meeting Feb on Feb 7th . Fire Rescue Chief Stansberry reported that Station 45 which services our community had over 600 calls January and the county as a whole has had over 13,500 calls so for the new year. The guest speaker was Scheriff Ric Bradshaw. Bomb Squad, Therapy Dogs and Two Clydesdale Horses to give demonstrations.
RECEATION ASSOCIATION: Recreation Association delegate Iris Schnell reported that the Recreation Association Officers are President Joann Albertson, Vice President Pat Lazaroff, Secretary Lynn Cohen and Treasurer Camille Montemurno. Upcoming Show is George Casey on Feb 24th. Trip to Sugar Cane Fields and a bus trip to Ft. Myers. Tickets on sale Thurs and Sat Mornings in the Rec Center Building. A third delegate from Plat 3 is needed to serve on the Rec Association Board. Anyone interested in becoming a delegate from Plat 3 please contact Joann Albertson or Alan Schnelwar.
UNFINISHED BUSINESS: Director Ken Bankler stated that Plat at 4/5 has the same cable provider as Plat 3. Why did not we get the same deal as them. President Schnelwar stated that maybe its because they have many more homes that we do. Why do we have to pay anything? Right now, individual residents don’t pay for the internet. Some residents had questions concerning internet and television services. Hopefully all the questions were answered.
NEW BUSINESS: Vice President Beberman reported that she had a new approved front door installed and it is painted white. How come we haven’t changed anything in the past fifty years. Why can’t we have two colors for front doors. Accordingly, there was a motion by Vice President Paula Beberman the residents have a choice of white or the current brown color front doors. The motion was second by Director Maureen Gilman. Discussion followed. The motion is amended that people who don’t have screened in porches and have their front door exposed that those doors must remain the original brown color. Discussion followed. After discussion, Thise voting in favor of the motion were Paula Beberman, Maureen Gilman, Alan Schnelwar, Robert Albertson, Kenneth Bankler, Kenneth Bankler and Barry Schwartz. Voting against the motion Richard Chrzan and Barbara Quinto. The motion was adopted 7 in favor and 2 opposed. The motion is adopted.
President Schnelwar reported that our accounting firm not doing our final work. We are going to have to find another accounting firm that cleans our quick books up and then goes back to our current account. There is going to be an expense, the exact amount is unknown at this time. We are going to have to hire an additional accounting firm. An additional firm will be needed to correct errors. We will need to find all errors before the cost is known.
Director Jill Varrichio inquired about in past years the sidewalks and driveways were power washed. Secretary Bob Albertson reported that the sidewalks on Connie Blvd are county sidewalks and definitely need to be power washed to prevent any liability issues. Jill will obtain price quotations. Discussion on justification of stopping if the pressure cleaning.
Table issue of properly registered vehicles is tabled pending further investigation.

With no further business to conduct, the meeting was adjourned at 8:15 PM. The next Meeting will be a Plat 3 Board Meeting and will be Monday, March 11, 2024, at 7 PM in the Viking Room.
Attendance: 9 Board Members. 16 Residents.
The next Recreation Association Meeting will be February 21, 2024, at 7 PM. In the Viking Room. That meeting will be limited to 50 people, including the Recreation Assoc. Board. That meeting will also be broadcast using the ZOOM application.
