The December 2024 HOA
The HOA Meeting of Delray Villas Plat 3 was held on the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM with a pledge to our flag by President Alan Schnelwar at 7 PM.
Roll Call: Present: President Alan Schnelwar attending remotely. Treasurer Richard Chrzan, Secretary Robert Albertson, Directors Kenneth Bankler, Barbara Quinto, Barry Schwartz, Shari Davis and Sandy Baranes.
Excused Vice President Paula Beerman due to illness.
Reading of Minutes: The minutes of the November 11, 2024, meeting were accepted as printed on a motion by Director Schwartz and second by Director Bankler. Carried.
Introduction of New Residents: None.
REPORTS OF OFFICERS AND COMMITTEES

PRESIDENTS REPORT: President Schnelwar reported no reported issues with cable. Breezeline Cable has moved customer support out of the country and hopefully we will have no customer service issues.
MAINTENANCE & INTERVIEWS: President Schnelwar reporting for Vice President Paula Beberman indicated that we have 4 or 5 residents who have not paid their 4th quarter Maintenance. Paula has done 1 interview for a sale on Candy Way. conducted 1 interview for a house being sold on Lucy Dr. and 2 interviews for rentals on Candy Way and 1 on Lucy Dr.
President Sschnelwar indicated that we will be covering the roofs under Unfinished Business. President Schnelwar indicated that everyone will be civil and use the microphone. Under Unfinished Business we will discuss the roofs followed by our budget
POOL: Norman Garret reported that a new pump has been installed. Outdoor furniture has been cleaned and will be cleaned on a regular basis. The weeds have been removed from the pavers. The proposal for next year is shuffleboard courts be pressure cleaned. We will be getting New Noodles. Locks installed in both bathrooms. (0704)
LAKES: Director Ken Bankler reported the lakes were inspected. Normal weed control has been applied. The water level is now lower due to lack of rainfall.
ARCHECTURE: Ken Bankler had 3 new residences with windows/sliders. 1 residence with screens and 1 screen porch replacement.
GRIEVANCE: Director Barry Schwartz reported that garbage is fine. Currently we have 3 outside residence lights not working.
PEST CONTROL: Marie Cuillerier reported that there were no calls received. Alan reported receiving a call about rats at the south end of Lucy Dr.
LANDSCAPE: Landscape Chairperson Bob Albertson reported that hedge trimming has been completed. Las cutting was Dec 11th. We are due one mor cutting this month. Calls on leaf drop on Connie Blvd. This periodically happens due to lack of rainfall combined with cool weather. A granular treatment will be applied to the hedges. Entry flowers will be planted pending resolution of sprinkler system issue.
SPRINKLERS: Barbara Quinto, we had 1 reported issue on Doris, 1 on Wanda, 2 on Lucy, and 1 on Candy. We turned on the sprinkler system due to lack of rainfall and discovered that Clock A was not working due to the internet cable for clock A being cut. The system had to be started manually. The new cable arrived today, and the new cable will be installed tomorrow.
ROADS & LIGHTING: Sandy Baranes reported one streetlight out at the corner of Edna and Wanda that has been out. FPL reported that they have 40 days to respond to a call for service. The time will be up in about 10 days.
ALLIANCE: No report. Iris Schnell is not present.
RECREATION ASSOCIATION: President Schnelwar sent email to all residents about upcoming holiday events at the Recreation Center.
UNFINISHED BUSINESS:
President Schnelwar gave a summary of where we currently are at. First news is that the first bank would not lend us the money. The second bank is asking for a down payment instead of funding the whole amount. We may be required to provide some form of a down payment in addition to funding the rest. The original amount we were requesting is about two million dollars and the bank would like to fund maybe a million and at best one and one half million which would require homeowners to come up with a down payment. President reported that Letter from homeowner Marie Cuillerier was correct that the roofing amendments required that Board hire a roofing consultant to inspect the roofs. President Schnelwar stated that he has engaged a roofing consultant, and they will be here on Monday, and we should have results on Tuesday. Everything is now on hold until we get a report from the consultant. We have completed interviews with the roofing companies. We have received bids of roughly $9,525 per homeowner. If we get financing, it could be $110 per month per homeowner. The President asked everyone to wait till he was finished before they ask any questions. There are 22 homes with skylights. They will need to be replaced at homeowners’ expense at a cost of $1,000 each. Leaders and gutters are not included in the bid. The number of plywood sheets is included in the bids. Bids have been narrowed down to 3 companies. Two of the companies have been in business for 5 years and the third in business for 10 plus years. All companies guarantee installation for 10 years. All bidding companies have good references. We Probably will need another special meeting on Dec 30th or at the regular meeting in January. Question from 14556 Candy Way on size of roofs. Residents feel we should get more bids. Residents were asked to give their names and address when asking a question. Therefore, their questions are not in these minutes. President Schnelwar stated that all bidders received the same set of specifications, so they all were bidding on the same installation. Question from resident at 5796 Doris Ct. Looking for more information in order to respond to the letter sent to all residents. All houses will be done by the same contractor. President Alan stated that we have a commitment that the project will be completed within 3 months. The letter that was sent was only a survey to get an approximation of how many residents were going to pay in full and how many residents were going to finance the payment. Can a copy of the roofing specifications be given to each homeowner. The answer was yes. Question from resident David Schaffer at 14530 Lucy Dr. Can the sending of the specifications be delayed due to the holidays. Response was the letter can be amended to delay the time of response to the letter.
Question from resident at 14615 Candy Way. Shouldn’t all the roofs be inspected by the consultant and not just a few. The President responded that if we get every roof inspected the cost would be $13,000. Are the roofing company’s local? Yes, they are within south Florida. Residential discussions followed as to various roof life per residents. Conflict with the same insurance carrier giving different times of estimated roof life. Further discussion was terminated due to shouting among the residents.
Marie Cuillerier 14710 Lucy Dr. reported that insurance companies will only take advice from a state licensed inspector. Who are we getting as a state licensed inspector? Plat 3 has hired Jack Brown and Associates to conduct the inspections. Marie’s partner who has been licensed since 2006 explained the process of roof inspections.
New Item under Unfinished Business Landscaping. Director Barbara Quinto reported that she has met with Norgen Landscape regarding missed cuts and Norgen has agreed to give us credit for missed cuts for things that we need such as entry flowers, possibly an additional fertilization and sod which is $425 a pallet. As far as the road buttons on Connie Blvd. and Edna Way are concerned, those funds could be used elsewhere. There were no board objections to not painting the road buttons.
Linda Marmor spoke on obtaining bids for Landscaping. Linda said that only one vendor has responded. Landscaping Companies are having staffing problems. Barbara Quinto reported on negotiations with Norgen that moving forward we will have $ 6,000 credit with Norgen Landscape.
Back to roofs question asked as to amount of $110 each homeowner will pay monthly to the HOA on a quarterly basis. A resident asked how are we going to get this to happen. This would be done by assessment. The resident questioned the amendments.
Election of Officers. Secretary Bob Albertson reported that this is the Annual HOA Meeting and according to our HOA documents a quorum of residents is required to conduct elections. Secretary Albertson stated that our legal counsel has advised that if the necessary quorum is not in attendance those nominated candidates will remain in place. Accordingly, there was a motion by Director Barry Schwartz and second by Director Barbara Quinto that one ballot be cast electing Robert Albertson, Paula Beberman and Richard Chrzan to the Delray Villas Plat 3 HOA Board and Joann Albertson is elected a the Plat 3 representative to the Delray Villas Recreation Association. All terms will expire on December 31, 2027.
2025 Plat 3 Budget
President Schnelwar went over the proposed Budget line by line. With all being said, the quarterly maintenance payment will be $680 per quarter per homeowner. A copy of the proposed budget is attached to these minutes.
Each home will receive the maintenance invoice by email. Currently we have 3 residents who don’t have email, and they will be mailed the invoice. ACH payments should also continue.
NEW BUISINESS: Resident Marie Cuillerier asked a question having to do with amendments. The amendments of June 2022 that were passed cannot be found on the Plat 3 website. The results of the passing of the amendments were announced at the Jan 9, 2023, meeting. These results should be published on the website. The January 20, 2023, amendments are on the website. Marie claims she never got notice of the meeting. Where are the minutes of the meeting where a meeting was scheduled. President Alan asked Marie what minutes are being requested. Marie was asked to look at the 2022 minutes and then come back with your question. President Alan stated that we have never done amendments without homeowner approval. Marie stated that the minutes will verify if the board did publicly announce a meeting. President Schnelwar asked Marie what she thinks we should do. President Schnelwar said he would look into it.
GOOD AND WELFARE: Nothing to report.
The President thanked everyone for attending the meeting and for their interest in Delray Villas Plat 3.

The next Plat 3 Board Meeting will be Monday January 13, 2025, at 7 PM in the Viking Room at the Delray Villas Recreation Center.
The next Recreation Association Meeting will be Dec 18, 2024, at 7 PM. In the Viking Room. That meeting will be limited to 50 people, including the Recreation Assoc. Board. That meeting will also be broadcast using the ZOOM application.
