Letter to Homeowners

Dear Homeowners,

Our POOL Party was a huge success.  Thank you to the pool party committee for putting this fun day together for all our neighbors.  We will plan another party for July.  Stay tuned.

Our special project is almost complete.  Final roofing inspections have taken place.  The punch list given to Cherry Roofing by our roofing consultant is being worked on including issues with gutters, downspouts, extensions and facia. Painting is almost complete too. Final inspections will take place soon.  If you still have any concerns, please email them to info@delrayvillas3.com with your name, address and pictures so they can be properly reviewed and processed.

An anonymous letter was sent to the HOA concerning the property at 14675 Via Flora, alleging that it is being operated as a fraternity house with a large number of residents, both of which are in violation of local regulations. If you notice any issues or have concerns, please consider contacting Palm Beach County Code Enforcement at (561) 233-5523 or the Palm Beach County Sheriff’s Office at (561) 688-3000. Reports made by multiple individuals tend to carry more weight than a single complaint. Thank you for your attention to this matter.

A Few Important Reminders & Updates

  1. Community Speed Limit Reminder
    We have noticed an increase in speeding throughout the community. Please remember that the speed limit is 15 MPH on the majority of our streets. The Board is exploring the possibility of installing speed bumps, but we would prefer not to take that step unless necessary. Please help keep our neighborhood safe by observing the speed limit.
  1. Driveway Power Washing
    Cherry Roofing will fix and power wash any driveways they affected during the roofing work. In addition, the HOA has hired Derek Sykes Co.to power wash all driveways starting on April 29.  You will receive a flyer on your door the night before so you can move your car.  You may park your car on the side of the road by your home.

DO NOT PARK ON THE GRASS!!!!!

  1. Mailboxes and Address Numbers
    New mailboxes and address numbers were discussed at the recent Board meeting. If you are considering replacing your mailbox, please wait until a final decision has been made.
  2. In-Ground Garbage Cans
    Homeowners who do not use their in-ground garbage cans, or whose lids are damaged, are asked to have them removed. You may contact Frankie at 561-441-5761. The removal cost is $60.00.
  3. Trash can and recycling bins

   Trash and recycling bins must be stored on your patio or placed behind shrubs, so they are not visible from the street.

  1. Good & Welfare

We have many residents who live alone in our community. Please consider establishing a buddy system with a neighbor to check in with each other daily and ensure everyone is safe. Recently, there was an incident where a homeowner was injured and remained on the floor for three days before receiving help.

Meeting Minutes

DELRAY VILLAS 3 HOA MEETING APRIL13 2026 MINUTES

Meeting was called to order by President Barb Quinto at 7 pm by a salute to the flag and a moment of silence.

Roll call. In attendance- Ken Bankler, Eileen Casado, Iris Schnell, Shari Davis, Bill Graff, Rich Chrzan and Barb Quinto. Excused Alberto Enrique. Absent Hector Ortiz.

Minutes of the 3-2-26 meeting were read by Secty Eileen Casado and accepted.

Reports of committees:

VP Shari Davis stated there was 1 sale on Lucy Dr.

Rich read the treasurers report- 58,931 in operating fund, 164,501 in the reserve fund and 63,777 in the special assessment fund.

Eileen reported that during the March meeting a streetlight was reported out on corner of Lucy and Wanda. It was reported to FPL. 40 day time frame.

Norm reported there will be a defibrillator at the pool for emergencies. Also again please turn off showers when done and report any issues.

Ken reported 2 homes are getting hurricane shutters.

Ken also reported all is ok with the lakes.

Bill reported that inspections will not be done till after the roof and paint project is completed.

Barb reported that 75% of sprinkler heads were replaced. Landscape regulations are being rewritten and will be presented at the next meeting.

Iris reported in Alliance that PB Sheriff report crime is down. Berman and skidmore spoke about AI and a bill to protect children. There will be a class on 5-14 on how to give hands only CPR and how to use a defibrillator.

Iris also reported that her fellow rec board member Joann Alberson fell in her home injured her shoulder and was not found for 3 days. She is now in Delray Medical Center. A reminder to us all to check on your neighbors daily.

The rec board is also having a talent show.

Barb reported that our new pest control company will be checking the perimeter, turf, shrubs and bait stations on 4-20.

Roof project: Tom our consultant has started final inspections of buildings 1-18. Please email info @delray villas3.com if you have any issues. Shari is making a combined list and all will be answered.

Mailboxes- The craftsman mail box style that was selected can be purchased from Home Depot for $80 or if we buy a pallet of 40 we can buy them for $65. A discussion of colors with half wanting black and half wanting white. There is also an issue of installation so they are all at the right height. The board favors black.

There are still some in ground garbage cans that need to be removed.

New Business

Frat House on Via Flora— Norm has spoken to them about the garbage cans left on the street and so far after 3 trash pickups they are putting the cans away.

Barb spoke about the upcoming rec pool renovations at the rec center in July and August. Plat 4/5 will not have a pool to utilize and the rec center has asked Plat 3 to allow them to use our pool during this time. The rec board will pay for our gate to be updated to the fob system used by the main rec center which will allow them to use our pool . After the main pool is finished, the fob can be refigured for just our plat. It was quickly agreed to do this. The rec board will pay for pool maintenance for July and August.

Derek Sykes driveway cleaning will begin approximately 4-29-26.

Homeowner Shirley Montalbo brought up an issue of Private Property/No Trespassing sign. Plat 3 rules stipulate no signs other than small no parking signs and alarm signs are permitted. A lengthy discusssion of this issue commenced. It was decided by the board to allow Shirley to keep the sign for 30 days and this issue will be reviewed at next months meeting.

Colors of front doors and location of trash cans and recycle bins was tabled to next month.

The meeting adjourned at 8:45. Attendance 19 in person: 24 by zoom.
