The Board of Directors Meeting of Delray Villas Plat 3 was held the above date at the recreation Center Viking Room. The meeting was called to order at 7PM by Vice President Barbara Quinto with a salute to our flag followed by a moment of silence and private prayer of choice…
Roll Call: Present : Vice President Barbara Quinto, Treasurer Richard Chrzan, Secretary Robrt Albertson, Directors Ken Bankler, Barry Schwartz, Shari Davis, Eileen Casado and Iris Schnell.
The minutes of the March 10, 2025, meeting were accepted as read on a motion by VP Quinto and second by Director Iris Schnell.
Introduction of New Residents: None.
VP Quinto reported that our President Sandra Baranes has resigned for personal reasons. A board position is now open. Barbara Quinto will be a acting as meeting chairman but will remain Plat 3 Vice President.
REPORTS OF OFFICERS AND COMMITTEES

TREASURERS REPORT: Treasurer Richard Chrzan reported the following balances as of November 30, 2024

Vice President Quinto reported as promised the balance sheet and the profit/loss statement vs actual for first quarter and we are in a deficit of $18,503.00. This is due to annual tree cutting which is done in January. We should catch up as the year progresses. This report will be available shortly on the Plat 3 website.
MAINTENANCE & INTERVIEWS: VP Quinto reported for accounts receivable. Currently we have 14 residents who are not paid for the 2nd quarter. We have one residence in foreclosure. We have our attorney investigating this matter. We have 3 residents who are currently in arrears more than one quarter and they have agreed to make payments. The lien process was explained to those present. Question raised as to whether we can suspend cable service. The cable service is part of our maintenance which is paid for all residences except for additional services. Shutting down FOBs is another possibility which is controlled by the Recreation Assoc.
POOL: Norman Garret reported that the pool leaks have been repaired, and the decks are restored. Thanks to John Collingwood for the beautiful flowers he has planted at the pool and at the Plat entry on Connie Blvd. Having issue obtaining price quotes to update our pool entry gate. Cameras have been purchased for pool. One will cover the pool entry and the other will cover the entire pool.
LAKES: Director Ken Bankler reported that normal bacteria maintenance was applied to the lakes. Lake level has risen slightly due to some rainfall.
ARCHECTURE: Director Ken Bankler reported one renovation to a front porch. Our VP reported that Ken will be retiring at the end of December. Our VP indicated that we have a resident who is willing to step in but is away for the months of Jan, Feb and March.
GRIEVANCE: Director Barry Schwartz indicated that 3 homeowner lights are out, Garbage is OK. Four streets are done, and the letters have gone out. Already getting phone calls asking what we have to do. Only have Lucy Drive to inspect and that we will start tomorrow.
LANDSCAPE: Landscape Chairperson Bob Albertson thanked John Collingwood for all he has done to in planting flowers to beautify our entry and pool area. Bob reported that last week fertilization was completed. Weed & feed completed. White Fly treatment of hedges completed. Fertilization of hedges along Connie Blvd was completed. Next week the hedges along Via Flora will be trimmed. Please pray for rainfall. Last week we had 1 inch of rainfall which did absolutely nothing. Question asked about painting of the white stones along Connie Blvd. Could this become part of the beautification committee? Several questions were raised concerning private houses on Via Flora. These inquiries should come under New Business and not committee reports. This item will be brought back to the Alliance of Delay. Their next meeting will be May 7th.
SPRINKLERS: VP Barbara Quinto reported repairs as follows: 1 issue on Wanda, 1 on Candy, 3 on Lucy. Barbara reported that she and landscaper investigated the sprinkler system and it was working OK. The system seems to be working intermittently. One clock is controlled using the internet. Our VP asked the residents to please put out a dish or bowl and let her know by email if the sprinklers come on. Regarding the $6,000 credit Norgen gave us because of so many missed cuts last year. So far, we have received credit of $5,677.34. which was applied to valve replacements, white fly treatment and fertilizations.
ROADS & LIGHTING: Eileen Casado reported that the street sign at Doris Ct. & Edna Way is still missing.
ALLIANCE: Iris Schnell reporting on meeting of April 2nd. Plam Beach Sheriff reported a high volume of accidents. He is asking for people to please exercise patience while driving due to the high volume of traffic. Fire Rescue reported 3,500 calls in Battalion 4 last month. School Board Chairperson Karen Brill reported issue with health care for county school employees all paying the same amount for health care regardless of salaries. Residents are urged to get background checks on any vendors that you plan on using.
RECREATION ASSOCIATION: Iris Schnell reported that there will be 3 events at the center on April 25, 26 and 27th. Friday April 25th Band for dancing. Bring your own refreshments. Coffee & dessert will be served. The cost is $15 per person. Saturday April 26th will be DJ Mike for dancing. Sunday April 27 there will be a pool party.
PEST CONTROL: Marie Cuillerier. No report.
INTERVIEW SALES & RENTALS: Shari Davis reported no interviews. However, one closing today on Lucy Dr. and one rental closing. Shari reported that we need every resident to complete the Resident Update Form. We need to know exactly how many rentals we have because we are only allowed a certain percentage of rentals. And we don’t have a clear number of rentals we have. We could lose our status as an HOA.
CIVILIANS ON PATROL: Captain Lynn Goldstein reported volunteer hours for Palm Beach County for March 2025. Total Hours 1,935. 1,206 visits to county parks. Many friendships have been formed by COP volunteers. If you are not able maybe you can talk to a friend or neighbor who might be interested in volunteering .
BEAUTYIFICATION COMMITTEE: John Collingwood thanked everyone for their warm wishes. John spoke about the low voltage lighting at the entry and that possibly the wiring could be placed in conduit to avoid possible wiring damage. Also, as part of the lawn maintenance the edges of the flower beds could be trimmed every time the grass is cut to avoid the grass encroachment into the beds. Also, the painting of the cap stones would enhance our appearance. VP Quinto asked if anyone is interested in joining the beautification committee to please advise any board member of their interest.
The Recreation Association is looking for Plat 3 to submit their forms to approve electronic email voting. This form could possibly be inserted in the monthly recreation newsletter. The Recreation Association is trying to approve updated Covenants and By Laws. Many residents from all Plats have put many, many hours to update their documents and make them current with today’s environment.
UNFINISHED BUSINESS:
VP Quinto indicated that we submitted amendments dated January 23, 2023, and voted on November 2022. When the amendments were put into the county records, the amendments were changed. Our attorney has been asked to re-record the amendments based on what was voted on. The only difference noticed was in Article D roofs and new walls 3a. Based on the amendment that will be re-recorded, the Board still has the authority to advise everyone that they need a new roof. A letter will be sent to all residents. The Board is still working on roof replacements. VP Quinto remarked that going through the contracts etc. it was discovered that one of our insurance policies has lapsed. The policy cost is $6,100. There was a motion by Secretary Robrt Albertson and seconded by Director Iris Schnell that we approve payment of $6,100 to Citizens Insurance for one year renewal of insurance policy covering the pool building, the pool and 3 outbuildings. Insurance coverage starts April 1, 2025. The motion was unanimously approved by 8 Board members present. Roofing Committee chairman will be Director Barry Schwartz. Those volunteering for Roof Committee are asked to please submit their names to Roof Chairman after this meeting.
A Paint Committee will also be formed to work on paint schemes.
Residents are reminded that parking on the grass is not allowed.
NEW BUSINESS
A resident has inquired about residents having Fire Pits. There was a motion by Secretary Robert Albertson second by Director Ken Bankler that the Plat 3 Board of Directors deny any request for installation of any Fire Pits in any shape or form for obvious fire protection of any and all our residences. All 8 Board members voted in favor and the motion was unanimously approved.
GOOD AND WELFARE:
VP Quinto reminded all residents that parking on the grass in not permitted.
Resident Lynn Goldstein inquired about the possibility of having our Plat meetings using Zoom technology. This was taken under advisement by the Plat 3 Board.
