The Board of Directors Meeting of Delray Villas Plat 3 was held the above date at the Recreation Center Viking Room. The meeting was called to order at 7PM by Vice President Barbara Quinto with a salute to our flag followed by a moment of silence and private prayer of choice…
Roll Call: Present : Vice President Barbara Quinto, Treasurer Richard Chrzan, Secretary Robrt Albertson, Directors Ken Bankler, Shari Davis, Eileen Casado, and Iris Schnell.
The minutes of the April 14, 2025, meeting were accepted as read on a motion by Treasurer Richard Chrzan and second by Director Iris Schnell.
Introduction of New Residents: One New resident at 14615 Candy Way was welcomed.
REPORTS OF OFFICERS AND COMMITTEES
Vice Presidents Report: VP Quinto reported on Insurance. $11,012.20 with Bass Insurance. This can be paid monthly. All covenants and by laws
TREASURERS REPORT: Treasurer Richard Chrzan reported the following balances as of November 30, 2024

Vice President Quinto reported as promised the balance sheet and the profit/loss statement vs actual for first quarter and we are in a deficit of $18,503.00. This is due to annual tree cutting which is done in January. We should catch up as the year progresses. This report will be available shortly on the Plat 3 website.
MAINTENANCE & INTERVIEWS: VP Quinto reported for accounts receivable. Currently we have 14 residents who are not paid for the 2nd quarter. We have one residence in foreclosure. We have our attorney investigating this matter. We have 3 residents who are currently in arrears more than one quarter, and they have agreed to make payments. The lien process was explained to those present. Question raised as to whether we can suspend cable service. The cable service is part of our maintenance which is paid for all residences except for additional services. Shutting down FOBs is another possibility which is controlled by the Recreation Assoc.
POOL: Norman Garret reported that pool temperature is nearing 90 degrees. We will soon be changing over to the cooling system to bring the water temperature down to approximately 87. All lollypop lights have been replaced except for one which requires the power to be shut off. Still working on prices for pool entry gate upgrade. Cameras had to be reordered to comply with software.
LAKES: Director Ken Bankler reported that normal maintenance was applied.
ARCHECTURE: Director Ken Bankler reported all quiet.
GRIEVANCE: Vice President Barbara Quinto reporting that we have a number of grievance reports from the first two weeks in April. Residence usually has 30 days to correct issues. Director Barry Schwartz has resigned from the Plat 3 Board. Handling of grievances will be discussed.
LANDSCAPE: Landscape Chairperson Bob Albertson reported that all scheduled applications have been applied. Scheduled cuttings for May are May 9th, 19th and 29th. Two requests received for landscaping modifications. Home Inspections are ongoing, and many issues could be avoided if Home Modification Forms were submitted. Resident at 14599 Candy Way is requesting that the garden planted on the side of the residents be allowed to remain. Our Vice President explained that we have covenants and by-laws that govern our HOA. The garden planted in in violation of our covenants and was planted without permission and must be restored to governing documents.
SPRINKLERS: VP Barbara Quinto reported 3 issues on Wanda Lane, 1 issue on Edna Way, 1 issue on Doris Ct and 5 on Lucy Dr and 3 on Candy Way. A Hole at Edna and Wanda has been filled in.
ROADS & LIGHTING: Eileen Casado reported that the street sign at Doris Ct. & Edna Way will need replacing. Working on obtaining price quotes for replacement. Eileen received notice that the streetlight at the north end of Lucy Drive is out. Also, Light at 14600 Lucy Drive was reported 1 month ago and it is still not working.
ALLIANCE: Iris Schnell reporting on meeting of May 7th. Sheriff’s Office crime stats are down. However, traffic due to construction is heavy and please be patient. 183 speeding tickets were given in a 4-hr. period. Fire Rescue reported 3,000 calls for our battalion. Hurricane season is here, please restock your hurricane supplies. Plam Beach Schools will have 20,000 graduates this year and they are investigating prohibiting cell phones in elementary and middle schools. A Special Session of State Legislature to begin today with one task to submit a balanced budget by the end of June 2025.
RECREATION ASSOCIATION: Iris Schnell reported that there will be an assessment. There will be a Special Recreation Association Meeting on May 21st at 7PM to discuss the assessment. Currently Plat 3 only has 2 delegates to the Rec. Board. Anyone interested in becoming the 3rd delegate, please contact Iris Schnell or Joann Albertson.
PEST CONTROL: Marie Cuillerier. Not present. Not feeling well but she reported no issues.
INTERVIEW SALES & RENTALS: Shari Davis
CIVILIANS ON PATROL: Captain Lynn Goldstein reported still looking for volunteers to increase the patrols membership.
UNFINISHED BUSINESS:
Vice President Quinto reported that we have a Roof and Paint Committee that is doing its due diligence and has nothing new to report this month. The Beautification Committee is looking for volunteers. Please talk to your neighbors about giving a few hours of time to this committee. Some light physical work might be in order and any ideas are welcomed and appreciated. Discussion on restoring the white turn road markers on each street corner.
Currently, Plat 3 is the only association that does not have a newsletter. Vice President Quinto is looking for a volunteer to put together a newsletter again possibly. Keeping finances minimal is most important.
NEW BUSINESS
Resignation of Director Barry Schwartz. There was a motion by VP Quinto to accept the resignation of Director Barry Schwartz. The motion was 2nd by Director Iris Schnell. All board members voted in favor and the resignation was unanimously approved.
There was a motion by VP Quinto and 2nd by Director Cassado to appoint Alberto Enrique to the remaining term of former Director Barry Schwartz. All 7 Board Members voted in favor. Alberto was unanimously appointed to the remaining term of Barry Schwartz. Alberto will be working with Ken Bankler on Architecture and Lakes. VP Quinto indicated that we still have an opening on the Plat 3 Board due to the death of President Alan Schnelwar.
Motion by VP Quinto the effective July 1, 2025 as per our documents that we charge $25.00 per month for late fees. The motion was second by Director Iris Schnell. All board members present voted in favor and the motion was unanimously adopted.
VP Quinto reported that the board has interviewed a new attorney for our HOA. His name is Steve Bratton with the law firm of Rosenbaum Attorney at Law. We will continue to use our old attorney for existing Plat business. Accordingly, there was a motion by Secretary Robert Alberson that moving forward Plat 3 Board of Directors hire Attorney Steve Bratten as attorney for Plat 3 Board of Directors. The motion was second by Iris Schnell. All board members present voted in favor and the motion was unanimously adopted.
Questions asked concerning the roofing committee. Basically, we will be starting from the beginning again. That is one of the reasons for hiring a new attorney.
GOOD AND WELFARE:
Plat 3 is planning for a pool party on July 26, 2025. Volunteers and further information to follow.
There will be no Plat 3 Board meetings during the months of July and August 2025.
