The March Board of Directors Meeting of Delray Villas Plat 3 was held the above date at the Recreation Center Viking Room. The meeting was called to order at 7:00 PM by President Alan Schnelwar with a salute to the flag followed by a moment of silence and private prayer of choice….
Roll Call: Present: President Alan Schnelwar, Vice President Paula Beberman, Secretary Robert Albertson, Treasurer Richard Chrzan, Directors Kenneth Bankler, Maureen Gilman, Barbara Quinto, Barry Schwarz and Ron Smilowitz
President Schnelwar introduced Michael Chapkin, Legal Counsel for Plat 3 HOA and stated we are here to discuss a new amendment and planned changes to our declarations, rules and regulations. Each Board member has a copy of the proposed changes. Michael explained that intent is to clean up the documents because of things that have come up over the years in one way or another.
Amendment Regarding Housing for Older Persons. Current documents allow for the 80/20 rule which means that at least 80% of the units must be occupied by at least one person 55 years of age or older. This should be amended to require that at least one person 55 years or older permanently occupying all units (100%) in the Association. Other changes involve the following.

Other Amendments

A discussion was held on each Article of the proposals and this is a preliminary step to our changes.
Each item was discussed at length and residents present were able to ask questions concerning each item. This was preliminary discussion involving our Attorney, Board Members and Residents.
A copy of these proposed Amendments has been attached to these minutes.
President Schnelwar stated that the purpose of this meeting is to define what is going to be in the Amendments. Our President thanked Michael for his attendance and council with this initial step to changes to our Documents.
Reading of Minutes: The minutes of the March 14, 2022 meeting were read and accepted as corrected under Pool Report that a new toilet will be installed in the ladies bathroom at the pool. Motion by President Alan Schnelwar second by Vice President Paula Beberman to approve minutes as corrected.

PRESIDENTS REPORT: President Schnelwar reported that there were only a few reports of cable problems. In some cases a TiVo Box was replaced.
MAINTENANCE & INTERVIEWS: Vice President Paula Beberman reported that as of today, we have a few 2nd quarter payments to be made.
There was one interview for a house on Candy Way.
POOL: Director Ron Smilowitz reported that we are about to replace a toilet in the ladies bathroom at the pool. This is a cosmetic issue and not a functioning issue. Weed killer has been applied to the pool deck. Some brick areas will need attention as some bricks are uneven. Looking to power wash and reseal the deck area and gather some bids for replacing some bricks and raising of the deck to acceptable levels. Norgen has been contacted about weed control to the decking. Happy Easter and Happy Passover to everyone.
LAKES: Director Ken Bankler reported that the Lake Doctor has applied vegetation and weed control to the lakes shoreline. The lakes currently are very low and the clarity is tannic.
ARCHECTURE: Director Ken Bankler reported one request for windows and another for a hurricane door.
GRIEVANCE: Director Barry Schwartz reported 12 more houses are done for a total of 43 out or 64 completed. No garbage bags were damaged and 2 outside lights are out. One resident currently has the paint and that is all we have left. Fascia repairs to 14599 Candy Way have been completed.
PEST CONTROL: Vice President Paula Beberman reported that there are a lot of ghost ants. If you should see any, please call Hulett.
LANDSCAPE: Landscape Chairman Bob Albertson reported upcoming turf treatment this Thursday/Friday. This will be a granular combination of weed control and fire ant control. Next Monday/Tuesday a liquid weed control will be applied. Planning to go to county this Thursday to attempt to determine ownership and can we remove the ficus trees on Atlantic Ave. Once this is determined then a plan for Atlantic Ave can be addressed. Thanks to Barbara Quinto for her diligence with our sprinkler system. In checking our turf today I did not see any brown or bare spaces. A report on perimeter hedges on Lucy Drive was given. Still many weeds between houses on the east side of Lucy Drive which is due to dip in the turf which causes the water not to drain off. Some areas are not doing well do to lack of sunlight. Hedges around the pool are thin. Currently our worst hedges are along Atlantic Ave. due to blockage of sunlight by the ficus hedges.
SPRINKLERS: Director Barbara Quinto reported that 3 issues on Lucy, 1 on Candy and 1 on Doris were all addressed.
NEWSLETER: Director Maureen Gilman reported nothing new.
ROADS: Director Maureen Gilman reported no issues.
ALLIANCE: Maureen Gilman reported that Chief Kennedy is now the new Chief of Palm Beach County Fire and Rescue. The closing of the Big Apple flea market has been delayed for 2 months. There will not be a gas station but now plans are for a restaurant. What type of restaurant is unknown? 30% of car accidents are caused by speeding. Severe speeding accident on State Road 441 resulted in 6 deaths.
RECEATION ASSOCIATION: Most of the permits for the A Building are in. The inside demolition of the A building is almost complete. Two problems with security systems were caused by the demolition company cutting wires for alarm or camera/key fob systems. Artist renderings of completed A building are posted in the outside bulletin boards.
UNFINISHED BUSINESS: President Schnelwar reported that the contract for the sale of the lots on Edna way has not been signed. There is still some disagreement between our attorney and their attorney and they need to get together and settle some protection issues for plat 3 before any contracts are presented to the Board before anything is signed. Currently, the forth lot has not been sold which is contingent on plat 3 selling our lots. If the owner of the 4th lot doesn’t sell, then the sale will not go thru. A discussion followed concerning the viability of selling of the property.
Concerning the roofs, the Board at this time plans nothing for at least another year. Currently, the insurance industry is so volatile, we need to wait and see how things are next year.
NEW BUSINESS: There was nothing from the Board or the residents.
GOOD AND WELFARE: None.
With no further business to conduct, the meeting was adjourned at 9:22 PM. The next Meeting will be a Plat 3 Board Meeting and will be Monday, April 11, 2022 at 7 PM in the Viking Room.
Attendance: 9 Board Members. 21 Residents.
The next Recreation Association Meeting will be March 16, 2022 at 7 PM. in the Viking Room. That meeting will be limited to 50 people including the Recreation Assoc. Board. That meeting will also be broadcast using the ZOOM application.
